About the Department
The International Programs and Operations Department (IPO) comprises four units: Business Development, Capability and Impact, Pacific Partnership, and Program Delivery.
The Department is responsible for the efficient and effective management of Australian funded programs which are delivered primarily in Asia Pacific by a range of CARE International Country Offices and other partners. Programs for which the Department is responsible include both development programs and humanitarian and emergency programs.
The Department ensures that programs are well designed, assists partners to operationalise quality guidelines and provides technical expertise to support program delivery. The Department regularly monitors program implementation and takes management action to ensure program delivery is satisfactory, contractual obligations are met and development gains are achieved. The Department builds and maintains relationships with key institutional donors to secure funding. To fulfill accountability requirements, the Department analyses program outcomes, provides reports to donors and publishes analysis and evaluations to demonstrate the impact of funded programs, enabling program knowledge to be leveraged at scale by CARE Australia and others in the sector.
About Disaster READY
Disaster READY is a disaster preparedness and resilience program implemented through the Australian Humanitarian Partnership. It represents the Australian Government’s largest-ever investment in disaster preparedness in the region and sees AHP partners delivering locally-led programs through their networks in Fiji, Vanuatu, Solomon Islands, Papua New Guinea and Timor-Leste.
About the Role
The Disaster READY Coordinator provides coordination and oversight for CARE Australia’s Disaster READY initiative, including contract management services and financial & administrative support to CARE Australia’s international programs and supports in program management to ensure that programs:
- are implemented in a timely, proportionate, accountable and effective manner,
- meet the objectives and requirements of relevant CARE Australia and CARE International strategies, policies, standards and guidelines, and
- are coordinated with and supportive of the work of CARE Country Offices, other CI Members and CARE partners.
The role provides grant management coordination and support to CARE Australia. In liaison with Portfolio Coordinators and Senior Program Officers, this position will support relationships with CARE Country Offices, DFAT, counterparts across the sector, and other strategic stakeholders.

Key Responsibilities
- Responsible for CARE Australia’s grant management of the Disaster READY 2.0 initiative and coordination across the organisation
- Responsible for coordination and submission of all narrative and financial reports to AHPSU
- Act as grant-level information and communication focal point for disseminating information, updates, grant level reporting, and other necessary collective efforts
- Oversee the effective and efficient delivery of a high quality Disaster READY portfolio in line with CARE Australia and DFAT’s and CAs program quality standards and contractual requirements
- Develop and maintain information management systems to ensure that information related to the Disaster READY portfolio quality, impact, learning and performance is shared effectively amongst key stakeholders, including support for external communications
- Oversee budgeting, financial management and analysis for the Disaster READY portfolio, in conjunction with Finance and Portfolio Coordinators & Senior Program Officers
- Support Portfolio Coordinators & Senior Program Officers in monitoring individual project plans and budgets under the Disaster READY 2.0 initiative
- Closely monitor CO financial management and implementation of Disaster READY 2.0 project activities and outcomes in collaboration with Portfolio Coordinators, Senior Program Officers and Finance
- Support PDU in contributing to CARE Australia’s DFAT re-accreditation process
- Support management of relevant quality, compliance and risk issues related to CARE Australia’s programming
Selection Criteria
- Experience in managing large and complex high value grants
- Demonstrated knowledge and experience in inclusive project cycle management in humanitarian settings
- Knowledge and experience in project finance and risk management, including the ability to prepare and review budgets, costed work plans etc.
- A high level of understanding of disaster risk reduction and development programming, and funding mechanisms and familiarity and experience with the Australian Humanitarian Partnership (AHP) and Disaster READY
- Demonstrated initiative, attention to detail, and organization and time management skills, including the ability to manage workflows and balance competing priorities to ensure timely processing to meet deadlines.
- Broad relationship building and coordination skills and experience working with in-country colleagues
- Strong communication, negotiation and written skills
- An understanding of the importance of empowering women and girls and a commitment to the protection of children and the prevention of sexual harassment, exploitation and abuse.
