Background

Transparency International Australia (TIA) is part of a global coalition to fight corruption and promote
transparency, integrity and accountability at all levels and across all sectors of society, including
government and the private sector. Corruption undermines good government, distorts public policy,
leads to the misallocation of resources, harms private and public sector development and particularly
hurts people living in poverty.

TIA is seeking a consultant to do background research and stakeholder consultations to develop a
vision statement and develop an action plan to create an Asia-Pacific Infrastructure Accountability
Network to increase the capacity and willingness of the infrastructure industry in the region to
adopt and champion business integrity

Objectives

Through research of existing multistakeholder models (for example the Bribery Prevention Network
and OECD Watch), consultations with key stakeholders the consultant will explore how
infrastructure and engineering companies, development contractors, government agencies and civil
society organisations can work together to adopt and champion business integrity and raise
standards to prevent corruption in infrastructure and deliver quality infrastructure that meets
community needs.
Explore the current landscape domestically and internationally of infrastructure corruption and how
a new network can work to raise standards, increase transparency and ensure community
consultation in infrastructure decisions.
Starting from a list of suggested stakeholders, identify new interested stakeholders and seek to
understand what would motivate them to join the network (for example, networking, exchange
information, access to training or tools, public association with TIA, opportunities to provide advice
to government, etc.) and what the network should offer and deliver.

Deliverables

The consultant is expected to:
• Consult with key stakeholders starting from TIA’s suggested list
• Develop a vision statement / objectives for the network
• Develop a value proposition defining why members should join the network including a list of
benefits for those joining the network
• An action plan to create the network including funding and engagement models
