The Australia-Pacific Partnerships Platform (The Partnerships Platform) is looking for motivated and skilled professionals who are keen to make a difference. We seek passionate staff who work collaboratively to deliver ideas and advice that can help our Pacific Island Country partners meet their governance and stability goals. The Partnerships Platform is seeking an experienced and motivated Planning and Aid Adviser with a proven track record in developing capacity of local counterparts and developing exit strategies for adviser support. The ideal candidate is a collaborative, respectful, flexible, and resilient specialist with a keen focus on improving aid management.

The Planning and Aid Adviser will support the Planning and Aid Division (PAD) to deliver its core mandate, including oversight of the National Sustainable Development Strategy (NSDS). This includes implementation through sectoral and agency plans; supporting the formulation of sector strategies and annual operational plans; supporting the coordination of official development assistance to Nauru given its primary role as the custodian of development funds; and facilitating the implementation of Official Development Assistance (ODA)-supported activities. 

The areas of focus of the assignment are:

• Providing strategic advice to Deputy Secretary, PAD on leading the Planning & Aid Division.
• Assisting and providing advice on monitoring performance of NSDS implementation, linked to agreed Operating Plans and Sustainable Development Goals (SDG) targets & indicators relevant to Nauru.
• Strengthening of Public Financial Management Systems and improving aid management.
• Building capacity of local counterparts.
• Providing advice and guidance on gender equality, disability and social inclusion (GEDSI) and other cross-cutting issues.

The position is an accompanied, one-year position with the option to extend. A competitive international standard remuneration package will be offered to the successful candidate, including housing and return airfares if required for international candidates and their family.

For this role, the Partnerships Platform is partnering with the Department of Finance in Nauru. The Department of Finance is an important central agency, mandated to oversee and coordinate the effective management of public finance and resources. The Planning and Aid Division (PAD) within the Department of Finance, leads the implementation of the National Sustainable Development Strategy (NSDS) and manages international development assistance provided to Nauru. PAD’s vision, mission and values mirror those of the Department of Finance to effectively and efficiently allocate resources for the development of Nauru.

About You

We are seeking candidates who can demonstrate a high degree of flexibility, respect, resilience and adaptability, and a preparedness to work with limited resources in a challenging environment, this includes the ability to successfully build and manage relationships with a broad range of stakeholders.

To be successful in this role, you will have tertiary qualifications in International Development, Policy Development, Organisational Development, or Public Financial Management, with proven experience in a senior technical position preparing strategic policy-focused financial planning and aid management advice, including implementation and monitoring of National Strategy and Operational Plans. You will have previous experience in senior leadership positions and will have high level analytical skills and well-developed communication and report writing skills. Experience in the Pacific region and working on similar DFAT or donor funded programs will be highly regarded.

You will be required to demonstrate a strong understanding of, and commitment to Gender Equality, Disability and Social Inclusion (GEDSI), child protection and the Prevention of Sexual Exploitation Abuse and Harassment (PSEAH), anti-corruption and other DFAT safeguarding policies.
