Purpose
WWF-Australia is seeking a consultant to evaluate the current practice of GEDSI across the
organisation and provide recommendations and/or tools for strengthening WWF-Australia’s GEDSI approach.

Scope
Policy

  • Review of current WWF-Australia relevant GEDSI polices ensuring the policies
    align with current sectoral parameters as well as ANCP/DFAT expectations.
  • Provide input and suggested changes to policies, and their use in WWF
    operations, to ensure understanding and pathways are created for effective
    outcomes in gender, disability and social inclusion in the programs and projects
    that WWF undertakes as well as in the operational components associated with
    implementation.

Partners

  • Review selected WWF partner policies, standards and procedures relevant to
    their approach to GEDSI. Review and comment on the GEDSI approach of
    2 selected partners within the framework of governance and the organisational
    more generally.
  • Provide any feedback, input and tailored recommendations to strengthen the
    approach undertaken by partners to GEDSI to create improved outcomes to
    gender, disability and social inclusion within the operating environment of the
    selected partners.
  • Provide simple tools that will assist to increase capacity and strengthen staff and
    partners’ practice of GEDSI, especially disability equity/inclusion, for example, a
    GEDSI Analysis tool.

GEDSI in Appraisal

  • Provide feedback and suggestions as to the process and procedure in GEDSI
    analysis at the appraisal stage to ensure the most effective outcomes in
    implementation for gender, disability and social inclusion.
  • Review the current appraisal process undertaken by WWF-Australia to integrate
    GEDSI in projects / programs, using the appraisal documentation process of a
    project / program and the verification / validation of GEDSI analysis conducted in
    design.

GEDSI in Design, Monitoring, Evaluation and Learning (DMEL)

  • Review the current design process undertaken by WWF-Australia to integrate
    GEDSI in projects/programs using documentation that is generated in the design
    stage. Examine the processes for GEDSI analyses that are conducted in the
    planning and design phases of WWF-Australia projects.
  • Provide commentary, feedback and recommendations that ensure the data and
    its disaggregation is commensurate with the gender, disability and social
    inclusion components of the project/program.
  • Provide WWF-Australia with an overview of project/program GEDSI effectiveness
    and efficiency from design to exit and sustainability, noting areas of strength as
    well as gaps and deficiencies to be addressed in improving outcomes and
    impacts.
  • Examine the current reporting documentation generated for WWF-Australia’s
    selected projects/programs in relation to the ongoing data gathering, analysis
    and engagement with GEDSI. Review to cover narrative reporting, trip reports,
    and evaluations.

Methodological Considerations
It is envisaged that this consultancy will include desk-based review as well as virtual interviews with key staff at WWF-Australia and one international development implementing partner. Once the consultant is contracted, WWF will require a workplan of the methodologies and steps to be taken to achieve the deliverables of this consultancy.

Deliverables and Milestones
A report is to be provided to WWF Australia under the below headings with information
detailing:

  • Current best practice (measured against ACFID/DFAT standards) being
    implemented by WWF-Australia.
  • Recommendations for improvement across each of the areas above under
    ‘Scope’, to ensure the effectiveness and efficiency of gender, disability and social
    inclusion across the WWF Australia portfolio of projects / program meeting
    and/or exceeding the expectations of the DFAT ANCP program.

Expertise Required
1. Technical expertise of GEDSI approaches.
2. Experience supporting organisations to strengthen their practice of GEDSI.
3. Experience meeting and strengthening DFAT/ANCP requirements.
4. Excellent project management and time management skills with the ability to
deliver tasks on time.

Timeframe

It is expected that the consultancy would be completed across a total period of 5 days but not exceeding 7 days.
