BACKGROUND
The ARC is a Charitable, Non-Government Organisation supporting prevention, treatment and research into TB and respiratory disease at a national and international level. The focus of ARC’s activities are in the Indo-Pacific Region and around marginalised communities within Australia.
The ARC staff consists of four positions, including this position. The other positions are the Executive Director, Financial Officer and Casual Administration Officer.
POSITION PURPOSE
The Programme Officer role is to develop, implement and manage ARC’s project and research portfolio and activities in accordance with ARC’s vision of a global community with universal and high-quality management of respiratory disease. The role of Programme Officer works towards achieving this vision through the development and support of innovative and effective approaches to project and research activities in tuberculosis (TB) and lung health, with an emphasis on regional and disadvantaged groups.
REPORTING RELATIONSHIPS
The Programme Officer reports to the Executive Director. The work of the Programme Officer is supervised by the Executive Director.
PRINCIPAL ACCOUNTABILITIES
The Programme Officer is responsible for developing, implementing and coordinating ARC’s project and research portfolio and related promotional activities. This includes: identifying revenue and grant opportunities to support ARC’s research and project activities; stakeholder and partner engagement, promoting the project and research portfolio, and developing grant submissions with the aim of implementing mechanisms for ARC’s project and research activities to be sustained through self-funding utilising a partnership model.
JOB RESPONSIBILITIES
The activities undertaken by the Programme Officer include, but are not limited to the following:
•Contributing to the development, coordination and implementation of ARCs Research and Project Strategies
•Ensuring the effective management of ARC’s national and international project portfolio. This includes: developing; monitoring; evaluating and reporting on ARC supported/delivered project activities
•Development, coordination and implementation of ARC’s research grants, monitoring the progress, outcomes and reporting of the grant program
•Development and strengthening of national and international partnerships to promote stakeholder engagement for development and delivery of research and project activities
•Administration and reporting of project work and activities to ensure that ARC complies with the Australian Council for International Development guidelines, systems, reporting and audit standards
•Ensuring appropriate stakeholder participation in ARC’s projects at program, country and regional level
•Ensures that ARC’s national and international research and project work effectively draws from ARC’s resources to meet the needs of disadvantaged communities
•Identifying revenue and grant opportunities to support ARC’s research and project activities and ensure that effective processes are put into place to identify potential funding sources for self-funding of projects
•Developing grant submissions to support ARC’s portfolio of work and funding priorities
•Working with the Finance Officer to ensure effective financial management of research and project activities including budgeting, cash flow forecasting, fund transfers and appropriate documentation are in place
•Contributing to ensure that policy and procedure development in all areas, particularly project management are examples of best practice
•Coordination of the ARC annual report and promotional resources and materials
•Coordination of ARC’s social media platforms and content management
•In collaboration with the Executive Director, preparation and submission of annual statutory reports to governing bodies.
SKILL SET
•Tertiary qualifications in international development/health sectors or experience for a minimum of 3 years in international program development roles
•Experience in international development (specifically in the Indo-Pacific region) and an understanding of Australian Aid Program systems and procedures
•Experience in development sector project management cycle (writing submissions, managing approval processes, project implementation and reporting)
•Demonstrated ability to undertake program design, implementation, evaluation and reporting activities
•Excellent organisational and administrative abilities – ability to organise, multi-task and prioritise to ensure key responsibilities are completed and deadlines are met
•Excellent interpersonal skills including communication and writing skills with the ability to produce succinct clear documents and funding submissions
•Experience in coordinating and managing social media activities
•Excellent stakeholder engagement and management skills and ability to manage and deliver agreed expectations and outcomes
•Experience in managing and organising a complex workload.
