The Crosscutting GEDSI Program to Support Inclusive Conservation and Sustainable Development in the Pacific (GEDSI Program) seeks to build on more than 10 years of WWF-Australia support for sustainable coastal communities’ projects in the Pacific to mainstream GEDSI across WWF-Pacific’s growing portfolio of conservation projects. Specifically, this partner capacity program aims to strengthen the implementation of GEDSI approaches at the organisational, programmatic and community levels.
The program is due to conclude implementation in June 2025 and an end-of-program evaluation is planned. The consultancy is expected to commence in April 2025 and end by September 2025.
The evaluation is expected to provide a critical, and constructive assessment of its design, implementation effectiveness, and outcomes related to mainstreaming GEDSI at the organisational, project and community levels. Its objectives are to:
- Assess the program’s relevance, effectiveness, efficiency, impact, and sustainability since its inception in July 2022. These OECD evaluation criteria should serve as a framework for the lead consultant to refine the draft key evaluation questions. Include findings, learning and recommendations for each.
- Examine the challenges of implementing a regional GEDSI program across three Pacific countries considering the unique country contexts, cultural differences, and other aspects that may impact effectiveness, and offer learning.
- Assess the management roles of WWF-Australia and WWF-Pacific in a DFAT ANCP funded regional Pacific program and offer recommendations for enhancing the effectiveness of these roles.
- Assess the program’s progress in addressing the 2021 independent evaluation and its recommendations, with a focus on the implementation of the GEDSI program.

Selection criteria
The lead consultant or consultant team should collectively possess the following:
- A minimum of seven years’ experience conducting evaluations for an international NGO or similar, with a focus on conservation and/or development contexts, and a strong background in GEDSI.
- Extensive knowledge and experience working in the Pacific, with a strong understanding of local contexts, sensitivity to customs, way of life, and the ability to engage with stakeholders in a respectful, and culturally sensitive manner.
- Excellent written and verbal communication skills in English, with fluency in PNG Tok Pisin and/or Solomon Islands Tok Pijin desirable for at least one team member.
- Demonstrated ability to produce detailed, analytical, critical and high-quality reports with rigorous content, delivered on time and aligned with the agreed-upon deliverables.
Application process
WWF-Australia invites consultants (individuals, or firms) to submit a proposal describing and articulating the work requirements outlined in this ToR. The submission should include:
- A cover letter (1-2 pages) summarising relevant evaluation experience, attaching three recent work samples.
- CV of all evaluation team members, including details of qualifications, and experience.
- A technical proposal of no more than four pages.
- A budget in free format, including estimated costs for each key task. The proposal should be all-inclusive (covering travel, etc.), as no separate allowances will be provided.
- Names and contact details of two professional referees related to evaluation expertise and performance.
The technical proposal should contain the following methodological topics as a minimum:
- The evaluator’s understanding of the evaluation questions
- Description of the phases related to the evaluation approach proposed
- Sources of information for primary data collection
- Indicate suggested sampling strategies and size based on the time allowed for the assignment
- Instruments to be used for data collection
- Data analysis strategies.
