ABOUT THE FRED HOLLOWS FOUNDATION
The Fred Hollows Foundation in Australia and New Zealand (The Foundation) are both non-sectarian, non-profit international development and public health organisations based in Australia and New Zealand respectively, which were founded in 1992 by eminent eye surgeon Professor Fred Hollows. The Foundation focuses on strengthening eye health systems and the equitable treatment and prevention of avoidable blindness and vision impairment. The Foundation operates in more than 30 countries across Australia, The Pacific, South and South East Asia, The Middle East and Africa.
THE PURPOSE
Subsequent to the release of the Eyes Ahead 2022 and Beyond report and the stakeholder workshop report, it has been identified by the government, the President of the PBL and The Foundation that a design process for this programme of work is required. This will encompass taking on all the recommendations of the strategic analysis that takes a health system strengthening approach and integrates eye health within primary health care as per the WHO Integrated, People-centred Eye Care (IPEC) guidelines, towards Universal Health Coverage (UHC). It has been agreed by the stakeholders that an important pillar of this work is the development and implementation of the PNG CfEH, and this priority should be incorporated as a key component of the programme design.
The design will be utilised to guide the implementation of the key findings and recommendations of the strategic analysis of the eye health sector in PNG and need for an integrated approach to primary health integration. It will also be utilised to seek partnerships and investment from government and donors. Given the positioning of the Australian government’s DFAT as a key development partner in PNG, including in the health system, significant experience with DFAT design for investment and program logic approaches will be highly valued. Significant experience working in PNG, including with health and/or government services , and/or civil society at national and provincial levels and with multi-stakeholders is essential.
KEY RESPONSIBILITIES
• Technical design specialist: this role will oversee the design process, ensuring key elements are developed according to best practice international development and public health principles and that local stakeholders are fully engaged at every step of the way. A key element of the design will be an extensive in-country mission of 3-4 weeks. The work of the technical specialist will ensure coordination of other specialty design work and budgeting and incorporation into a cohesive and comprehensive programme design document.
• Budgeting support specialist: this role will work closely with the technical specialist to ensure effective financial planning and budgeting for each element of the design process across the full period of the proposed programme of work. This role will need extensive experience in financial planning and management of international development programming.
• Cost recovery and funding model specialist: to model financial sustainability for the PNG Centre for Eye Health: this role will look specifically at financial modelling and related governance structures for the CfEH including models for cost recovery, to support longer term financial sustainability for the CfEH. This work will be informed by the technical programme design and the budgeting work completed by the other specialists involved in this design work.
